by Martha Moss

KathieNovakNLC First Vice President Kathleen Novak, mayor of Northglenn, Colo., announced her plans last week for the appointment process for the 2009 committee, council, and panel chairs, vice chairs, and members.

Novak said she will make the leadership appointments (chairs and vice chairs) in late October in order to have her leadership team in place at the conclusion of the 2008 Congress of Cities and Exposition in Orlando, Fla., Nov. 11-15. Appointments to serve as members on the committees, councils and panels will be made early in 2009.

In her role as incoming NLC President, Mayor Novak will appoint chairs, vice chairs and members to the standing committees for one-year terms. This includes the seven Policy and Advocacy Steering Committees; the four CityFutures Panels; the Congress of Cities Program Committee; the Council on Youth, Education, and Families; the International Council; the Leadership Training Council; the Central Cities Council; the First Tier Suburbs Council; the Small Cities Council; and the University Communities Council.

She will also appoint the chairs and vice chairs of the Advisory Council, which is made up of city officials who have served on the NLC Board of Directors, and will appoint a chair and vice chair of the Corporate Partners Leadership Council, which is made up of representatives from NLC’s Corporate Partners organizations.

Individuals must be from NLC member cities to hold a leadership position and serve on NLC standing committees.

“One of the highlights of my year as the NLC President will be the opportunity to work with the chairs and vice chairs, along with the group leaders of the five constituency groups, to accomplish NLC’s priorities, including working with the new Administration and Congress,” said Novak.

Committee Chairs and Vice Chairs
Applications and biographical statements for committee chairs and vice chairs for all standing committee are due at NLC headquarters by Sept. 24.

In making leadership appointments for 2009, Novak said she will factor in commitment to NLC, knowledge of committee issues, and a willingness to give both the time and energy necessary to lead the standing groups. Novak affirmed her commitment to NLC’s long-standing tradition to appoint a leadership team that reflects the diversity of the NLC membership to the maximum extent possible.

The committee chair and vice chair application is available from the NLC executive office, state municipal leagues, and can be downloaded here Paper applications can be submitted to NLC by mail, fax or submitted as an e-mail attachment.

In order to be considered for a committee chair or vice chair slot, an application and biographical statement must be submitted to NLC no later than Sept. 24. Committee chairs will be notified of their selection in late October.

Committees, Councils and Panels
City officials from NLC member cities who are interested in serving as a member of any of the 19 standing committees, councils, and panels should submit applications to NLC by November 21. The application deadline is after the Orlando Congress of Cities in order to provide NLC members more of an opportunity to learn about the various committees, councils and panels while at the November 11-15 conference.

“One of the key reasons that NLC is a highly effective organization is because of our members and their involvement within the organization,” said Novak.

NLC committee work is the cornerstone of member involvement and Novak is strongly encouraging members to get involved in NLC in 2009 by participating in one of its many committees, panels and councils. “This will be another very exciting year for NLC,” she said.

Novak also urges members to work with their state leagues not only to discuss opportunities to participate actively in NLC, but also to seek league endorsement. The involvement of the state leagues is a key component of the appointment process.
