Patrick Hain, Program Manager, Economic Opportunity and Financial Empowerment

Patrick serves as an advisor to local municipal leaders on strategies to promote equitable economic mobility, aligning programs and investments to support systems and policy changes that will benefit all residents. 

His work focuses on increasing equitable economic mobility by advancing workforce development, small business technical assistance and financing, and increasing refundable tax credits, food security, and benefits access for municipal residents. Patrick’s work has been featured in the Miami Herald, Arkansas Democrat-Gazette, Akron Beacon Journal, and other publications. 

Before joining NLC, Patrick served as a program officer for the Social Innovation Fund at the Corporation for National and Community Service (CNCS) advancing evidence-based programs and Pay for Success financing. He also served as a program officer at the Annie E. Casey Foundation where he managed the benefits access portfolio focused on increasing LMI families’ connections to benefits including refundable tax credits and expanding access to paid sick and family leave for low-wage workers. 

Patrick holds a master’s degree in public policy and administration from Northwestern University and a bachelor’s degree from Eastern Michigan University.
