All local elected or appointed officials from NLC member cities are eligible to apply.  The $2,500 scholarship may be used to cover the registration fee, airfare, travel, and related expenses for the 17th Annual Leadership Summit.

Michael H.T. Lynch, a long-serving councilmember from Kirkwood, Missouri, epitomized an example of strong leadership and community involvement.  Until his untimely death in February 2008, Councilmember Lynch was active in the Leadership Training Institute as a learner, a mentor, and a member of NLC’s Leadership Training Council (LTC) and the LTC Scholarship Committee

Councilmember Lynch was an advocate for education and training as well as a dedicated public servant. Prior to his election to the Kirkwood City Council in 2000, he served on the city’s Planning and Zoning Commission and was closely involved with the Kirkwood Special Business District.

In recognition of Councilmember Michael Lynch’s contributions to the National League of Cities, the Leadership Training Institute, and the Scholarship Committee of the Leadership Training Council, NLC has created the Michael H. T. Lynch Scholarship for an NLC Member to attend the Annual Leadership Summit. 

The Annual Leadership Summit is a personal leadership retreat designed to enhance success and understanding of leadership roles and responsibilities as a municipal official.

The National League of Cities (NLC) is committed to strengthening and promoting the leadership capacity of our nations’ local city officials.  As part of the NLC Mission to create stronger communities, the Leadership Training Institute (LTI) was established to promote excellence in municipal leadership through high quality education and training programs for local city leaders.

LTI Scholarship Eligibility:
All local officials (elected or appointed) from NLC member municipalities are eligible to apply.  The scholarship covers the registration fee, travel, and lodging for NLC’s Annual Leadership Summit, held in August or September.

LTI Scholarship Information:
In an effort to recognize and remember Councilmember Michael Lynch and his efforts to engage new NLC members and newly-elected officials in Leadership Training, the NLC Leadership Training Council is offering a scholarship to cover the registration fee, airfare, and lodging at the host hotel for the Annual Leadership Summit. All elected or appointed officials from NLC Member Cities are eligible to apply for this LTI Scholarship.

Application requirements:
1. Fully complete the scholarship application form.
2. Include a 500-word-minimum personal statement addressing your community involvement, your experiences as a municipal leader, and your roles as a life-long learner and mentor. 
3. Submit your scholarship application by July 15.  Applications must be postmarked by July 15. 

Selection criteria:
All scholarship applications will be reviewed using the following selection criteria, listed below in order of priority:
1. Application was received or postmarked by the due date of July 15.
2. Applicant is from an NLC Member City.
3. Applicant currently serves as an elected or appointed local official.
4. Applicant provided a strong, thoughtful personal statement that is reflective of community involvement, municipal leadership, and a commitment to lifelong learning and mentoring.
5. Applicant has indicated their number of years in current office or position (preference may be given to newly-elected or appointed officials).
6. Applicant has previously served in other community leadership roles.
7. Applicant has held other leadership positions or roles for another organization or group.
