State municipal leagues occupy a special position within the National League of Cities. They were the founding members of the League and they continue to play an important part in NLC programs and services.
The state municipal league movement began in the late 19th century to support the growing professionalism in local government, to serve as a forum for information sharing among city officials, and to advocate city interests in the state legislatures . The first such association was organized in 1891 in Indiana although it ceased to exist soon thereafter. Three such leagues in California, Iowa and Wisconsin were organized in 1898 and have operated continuously since then.
By 1924, when ten state municipal leagues got together to organize the American Municipal Association (the forerunner to NLC), leagues were organized in 37 states, although only 21 were considered active. Today, there is a state municipal league in every state except Hawaii and collectively they represent more than 18,000 cities and towns.
As these state associations have grown and developed, their missions have expanded to the point where they now provide a wide array of services and programs to local government elected and appointed officials.
A new NLC publication, State Municpal Leagues: The First Hundred Years, chronicles the emergence, growth and evolving roles of state municpal leagues. Written by Donald L. Jones, a veteran of 44 years of service to state leagues and NLC, this book is available from the NLC publications catalogue.
