Building Opportunities: How Chattanooga’s Blueprint Program Inspires the Next Wave of Economic Inclusion

Chattanooga has long been a city that values innovation and inclusivity, and the Builder’s Blueprint program is a shining example of this ethos. This groundbreaking initiative aims to create a new pipeline of general contractors, focusing on empowering Minority- and Women-owned Business Enterprises (MWBEs), including individuals who have faced financial hardships or navigated the challenges of having a criminal record. By breaking down barriers, the program fosters entrepreneurial success and strengthens the fabric of the local community.

In 2022, Chattanooga was chosen as one of 15 cities to participate in the National League of Cities’ (NLC) Southern Cities Economic Inclusion Initiative (SCEI). In collaboration with philanthropic partners and the Federal Reserve Bank of Atlanta, this initiative provides peer learning, technical assistance, and funding to help cities craft and implement impactful economic inclusion strategies. Chattanooga’s Builder’s Blueprint program stands as a testament to the transformative potential of SCEI’s support. 

Inclusivity is at the heart of the Builder’s Blueprint program. It acknowledges that everyone deserves the chance to succeed regardless of their background. The program offers individuals with a criminal history a second chance to rebuild their lives, contribute positively to society, and secure a stable future for themselves and their families.

By lowering barriers and providing extensive support, the Builder’s Blueprint program is not just changing lives, it is reshaping Chattanooga’s construction industry to be more equitable and inclusive.

The path to becoming a general contractor is often riddled with challenges, especially financial ones that can deter even the most determined entrepreneurs. The Builder’s Blueprint program is designed to eliminate these obstacles, making the dream of owning and operating a construction business more attainable for all.

One of the program’s most significant contributions is reducing the costs of obtaining a general contractor’s license. The financial burden of application fees, testing, and related expenses can overwhelm many aspiring business owners.  The Builder’s Blueprint program, utilizing the funds leveraged from the SCEI program, provides financial assistance to eliminate cost barriers for ambitious entrepreneurs.

The Builder’s Blueprint program paves a clear pathway to success by addressing financial barriers and offering comprehensive support. Participants aren’t just obtaining licenses—they are building the foundations for thriving businesses that will contribute to Chattanooga’s local economy and strengthen their communities.

The Builder’s Blueprint program offers a suite of support services aimed at equipping participants with the tools they need to succeed in the construction industry:

  • Financial Counseling: Understanding the financial aspects of running a business is critical for long-term success. The program offers participants financial counseling to help them effectively manage their finances, plan for the future, and make informed business decisions.
  • Access to Capital: Securing the necessary capital is one of the biggest challenges new business owners face. The program connects participants with resources that provide access to capital, ensuring they have the financial backing needed to take on projects and grow their operations.

  • Mentorship: Experienced guidance can be invaluable when navigating the complexities of the construction industry. The Builder’s Blueprint program pairs participants with seasoned mentors who offer expert advice, share industry insights, and provide ongoing support.
  • Business Management Tools: Running a successful business requires more than technical skills. The program offers access to business management tools that help participants streamline operations, improve efficiency, and stay competitive in the market.

The impact of the Builder’s Blueprint program extends beyond its participants. The program contributes to Chattanooga’s economic growth and development by creating a new wave of general contractors. It fosters a diverse and inclusive construction industry that mirrors the city’s rich cultural fabric and commitment to equality. Moreover, the Builder’s Blueprint program sets a powerful example for other cities.

The Builder’s Blueprint program directly results from NLC’s Southern Cities Economic Inclusion Initiative (SCEI), now in its third cycle of driving transformative change. SCEI empowers municipal and community leaders to design, implement, and expand economic inclusion strategies tailored to their local needs. This initiative spans ten southern states—North Carolina, South Carolina, Florida, Louisiana, Mississippi, Arkansas, Virginia, Tennessee, Alabama, and Georgia—fostering regional collaboration and innovation to break down barriers and create equitable economic opportunities for all.
