As the April 30, 2025 reporting deadline for ARPA’s State and Local Fiscal Recovery Funds (SLFRF) fast approaches, many local governments have questions about how to login to their accounts, properly report and ensure that they communicate that their funding was obligated by the 12/31/2024 deadline. Failure to submit a report by the April 30, 2025 deadline could result in adverse action from the U.S. Department of Treasury, including federal recapture of funds. Below, we provide answers to some of the most frequently asked questions (FAQs).
Why is the 2025 Reporting Extra Critical for Annual Reporters?
Since this is your city’s first report since the 12/31/24 obligation deadline, what you report this April for obligations should be the balance of your total ARPA award, leaving outstanding obligations at $0.00. If you do not report your funding as fully obligated, you will need to return the unobligated funds back to the Department of Treasury. If you do not submit a report by April 30, Treasury will assume that the funding is unobligated.
Additionally, this is your last opportunity to claim the Standard Allowance/Revenue Replacement option for more flexible reporting.
How Do I Know If I’m an Annual Reporter?
Annual reporters include:
- Cities with a population below 250,000 residents that were allocated less than $10 million in SLFRF funding.
- Non-Entitlement Units (NEUs) of local government that received less than $10 million in SLFRF funding. Non-entitlement units generally received grant funds passed through the state, rather than directly from the federal government.
How Do I Login?
- If you don’t have your “Account Identifier,” email SLFRF@treasury.gov to request it. A template for requesting your account identifier (PDF) is available.
- While waiting, ensure you have an active Login.gov or ID.me account.
- Once you receive your Account Identifier:

- Clear the Cache and Cookies for Chrome (tutorial)
- Restart Chrome and close all tabs/windows before attempting to login.
- Do not use autofill or copy/paste emails and passwords when logging in.
- Login with the portal in which you registered with and do not use bookmarks:
- Ensure corporate Firewalls are not blocking access to the treasury site.

My Projects Have Changed Since My Last Report. Can I Edit the Report?
Yes. Treasury has enabled recipients to add and reclassify funds to project(s) for which an obligation was incurred by December 31, 2024. For all such projects, recipients will be required to attest that they incurred the applicable obligation for the project no later than December 31, 2024.

Treasury is in the process of formalizing the closeout process. Until it is officially announced, cities must continue submitting reports.
