In this two-part virtual workshop, the National League of Cities (NLC), in partnership with the Urban Institute (Urban), will introduce participants to the Policy and Systems Change Compass, an emerging framework for guiding local government officials through a more deliberate policymaking process.

Local policymaking is inherently dynamic and requires city staff and officials to confront a wide range of competing interests. Some policy solutions are borrowed between cities but yield varying results—the solution that works for one community may not be the right fit for another. This is why it is critical for city officials to consider the root cause of the problem they are hoping to solve in their policy development process.  

Participants will focus on three of the Compass’ critical steps: (1) Identifying the Root Causes, (2) Mapping the Local Policy Ecosystem, and (3) Assessing the Impact and Feasibility of Promising Policy Proposals. 

As a result of attending this workshop, participants will: 

  • Learn a new policy and systems change framework that can support them in more proactively addressing the root causes of persistent community challenges; 
  • Reflect on their current policymaking process and experiences—the strengths, challenges, and opportunities; 
  • Discuss and problem-solve thorny policymaking challenges with their peers; and, 
  • Receive a Policy Change Workbook that they can use to make the case for and plan for policy change in their communities.
