Across the United States, many governments and businesses have implemented hiring reforms to promote workforce opportunities for returning citizens. These reforms include limiting questions on job applications that inquire about criminal history. However, some states may limit a local government’s ability to regulate criminal history questions on employment applications. By reducing the use of ban-the-box fields, localities can alleviate vacancies in the workforce and foster broader economic development.
