The American Rescue Plan (ARP) is a $1.9 trillion economic relief package intended to address the COVID-19 pandemic by: (1.) providing direct support to families to ensure that low- and middle-income families spend no more than seven percent (7%) of their income on child care, and that the child care they obtain is of the highest quality; (2.) increasing the Child Tax Credit (CTC) from its annual lump sum payment of $2,000 per child, to up to $3,600 for children under 6 and $3,000 for children up to 17; and (3.) providing $2.2 billion in emergency rental assistance to families to help pay for rent and utilities, $1 billion to homeowners for mortgage payments and $1 billion in homelessness assistance including emergency housing vouchers.
