Access to safe, functional and high-quality infrastructure continues to be a top priority for local governments of all sizes and socioeconomic compositions. Once-in-a-generation federal investments from the Bipartisan Infrastructure Law, Inflation Reduction Act and the American Rescue Plan Act have given local leaders a lifeline to respond to critical local needs, including new opportunities to address growing infrastructure concerns. However, even with new federal funding opportunities, local leaders face varying state regulatory requirements that may limit their ability to respond to these opportunities quickly.
